Prevention of Harm Sub-group

Overall Purpose

To ensure the ongoing development of good practice in respect of inter-agency work to safeguard children in Calderdale.

To identify groups of children and young people who are particularly vulnerable (children in need as per section 17 of the Children Act 1989 and those included in chapters 6 and 11 of Working Together to Safeguard Children – March 2010) whose needs are not effectively being met and begin to identify ways of meeting these needs.

Terms of Reference

1. To lead in the development of good practice in work with groups of children and young people who are particularly vulnerable (i.e. Children in Need as per Section 17 of the Children Act: 1989) whose needs are not effectively being met.

2. To identify ways of meeting their needs.

3. To work with the Procedures and Policy Sub-group to ensure that effective arrangements are in place through appropriate policies and procedures which safeguard and promote their welfare.

4. To liaise with the Quality Assurance and Audit Sub-group in order to identify area of work where more work needs to be done on the development of good practice.

Frequency of meetings
Bi-monthly, however meetings may be called at other times if this is thought to be necessary.

Accountability
To the CSCB.

Core Membership
The membership of The Prevention of Harm Sub-group is based on multi-agency representation. The Chair of the group should also be a CSCB member. As a minimum the following agencies will be represented with other members being co-opted to assist with its business:

• Calderdale & Huddersfield NHS Foundation Trust – Midwife (drug using mothers)

• Calderdale PCT – Child Safeguarding Unit

• Voluntary Sector – Community Forum (C&YO Group)/ Domestic Violence Forum

• Legal Services

• Probation

• Schools – Primary/Secondary
