Significant Harm

Overall Purpose
To develop, drive, oversee and monitor the implementation and quality assurance of Strategic Objective One, namely:

‘To identify and ensure that the needs of children and young people suffering or likely to suffer significant harm are met’ 

‘All children that come under a Section 47 Enquiry’

Terms of Reference

  1. To develop and review safeguarding policies and procedures.

  2. To ensure that effective arrangements are in place which safeguard and promote the welfare of children suffering or likely to suffer significant harm

  3. To monitor, evaluate and ensure that appropriate arrangements for quality assurance and auditing of services are in place

Frequency of meetings
Bi-monthly, however meetings may be called at other times if this is thought to be necessary.

Accountability
The Significant Harm Sub-Group will report to the CSCB.

Core Membership
The membership of The Significant Harm Sub-Group is based on multi-agency representation.  The Chair of the group should also be a CSCB member.  The sub-group should have suitably skilled staff.

As a minimum the following agencies will be represented with other members being co-opted to assist with its business:

  • Community Service Directorate – Homeless Person’s Service/Drug Services/YOT

  • Health

  • Calderdale & Huddersfield Foundation Trust – Midwife (Drug using mothers)

  • Calderdale PCT – Child Safeguarding Unit

  • West Yorkshire Police – Child and Public Protection Unit

  • Voluntary Sector – Women's Centre

  • Legal Services

  • Probation

  • Schools – Primary/Secondary

  • Adult Services – SWYMHT/Social Care

  • C&YP Directorate – Care Services/Young People’s Service

  • Safeguarding Unit
