Role
To be responsible for managing the identification of
training needs; feeding those into the planning and
commissioning of training; and evaluation of
multi-agency training to ensure it is meeting local
needs.
The Purpose of Learning & Development for inter-agency safeguarding work

The purpose of multi-agency training is to help develop and foster the following so as to achieve better safeguarding outcomes for children and young people:

A shared understanding of the tasks, processes, principles and roles and responsibilities outlined in CSCB procedures and in national guidance such as Working Together, the Common Core of Skills and Knowledge for the Children’s Workforce and Every Child Matters.

A more effective and integrated service at both strategic and case level.
-
Improved communication between professionals including a common understanding of key terms, definitions and thresholds of action.

More effective working relationships, an ability to work together in multi-disciplinary teams or groups.

Sound decision making based on information sharing, thorough assessment and critical analysis, and professional judgement
Terms of Reference

To take a strategic overview of the planning, delivery and evaluation of single agency, inter-agency and multi- agency training to promote effective practice to safeguard and promote the welfare of children in Calderdale.

To manage and identify training needs for the multi-agency safeguarding training programme which addresses CSCB priorities and strategies, reflects recommendations from inspections, audits and serious case reviews.

To negotiate and agree upon single and inter-agency responsibilities.

To improve communication between professionals.

To identify interagency and multi –agency training needs in the context of local and national policy and practice developments.

To ensure that multi agency and single agency training is delivered to a consistently high standard through the monitoring and auditing such training.

To plan, design and co-deliver a multi agency training programme on an annual basis, which is accessible and appropriate to agencies across Calderdale and compliments the single agency training available in each setting.

To plan, design and deliver an annual study day/conference that focuses on safeguarding children and draws agencies together for discussion and learning.

To evaluate and review training in order to ensure quality assurance and comment on whether the training is meeting the learning outcomes.

To maintain an ethos which values collaborative work, respects diversity and is child centred.

To create a training strategy that makes clear the differences between single agency, multi agency and inter agency training.

To ensure that all agencies have access to CSCB training including those who may not work with children.

To create a clear pathway for training which is available and targeted at 3 different levels:
-
Those in regular contact with children/adults who are parents or carers.
-
Those who work regularly with children and young people /adults who are parents carers.
-
Those with particular responsibilities for safeguarding children and those that work at a managerial level.
Frequency of meetings
Quarterly, however meetings may be called at other
times if this is thought to be necessary.
Accountability
The Learning and Development Sub-Group will report to the CSCB.
Core Membership
The membership of Calderdale Learning and
Development Sub-Group is
based on multi-agency representation. The Chair of
the group should also be a CSCB member with a lead
responsibility for training. The sub group should
have suitably skilled staff who take a lead role for
managing or delivering safeguarding training within
their own agency.
